I don't have tree roses but some of my roses grow like trees. This is what I found about taking care of tree roses.
"In areas where winter temperatures are below 10°F., remove any stakes and gently dig away soil on one side. Bend your tree rose downward to the ground and cover it with straw first, then soil."
If they're in a pot I would find a sheltered area of your garden. I use a corner of the pergola that has lattice on one side for my potted outdoor plants. Works as a wind break. Dig a hole in the soil, tip the pot over so that the tree is not whipping around all winter. Then cover it with a heavy layer of mulch or straw or both. I wouldn't bring them in because the inside of our houses is just too dry during the winter. We can't provide them with the balance of humidity and sunlight. Let them go dormant.
