i was speaking with a friend at work whom said that if you have any sort of medical condition to go to city hall in magic kingdom and they will give you a fast pass for all party members for all rides and autograph lines is this true?

No, it is not true. WDW has a GAC to help with accessability. It is not a fastpass and says right on it "not intented to provide immediate access". In some cases you wait longer. If you go to the top of this thread you will find a FYI about it.
 
The Guest Assistance Card is for attractions only.

It is not a fastpass replacement.

It specifically states it is not intended to reduce wait time for attractions.

It is for the disabled person and no more than five additional members of the party.

If you click on where it says "disABILTIES" at the top of this page it will take you to the Index. One of the top items is the "disABILTIES FAQ" which will gives lots of useful information. Post #6 deals specifically with the GAC.

My child has a seizure disorder as well. I am going to send you a private message with some information that might help during your trip.
 

As livndisney and Cheshire Figment posted, WDW has Guest Assistance Cards that are meant to assist with needs related to a disability. The cards are not given "for medical conditions" or by diagnosis, but based on the needs someone has related to a disability.
They are not Fastpasses and actually printed on the card it says that they are not meant to shorten or eliminate waits in line and if you want to shorten your wait in line, you should get Fastpasses.

Besides the information in post #6 of the disABILITIES FAQs thread about Guest Assistance Cards that Cheshire Figment and livndisney mentioned, post # 3 of the disABILITIES FAQs thread has information about touring with epilepsy/seizure disorders.

Since this was answered and the OP was pointed toward references, I am closing this thread.
