Transportation for resort guests only?

Is the disney transportation system for resort guests only? Can someone park at TTC monrail over to MK then later that evening bus to AK? Thanks for any info.

There shouldnt be any problem doing this.

I think that transportation is included in the park hopper passes

As long as you have a park hopper pass, you can use whatever transportation is availabel to "hop" from park to park (bus, monorail, boat).
