Are you able to trade credits? I thought I remembered seeing that I could trade 2 counter service meals for a table service.

No you cannot do that. CS are for CS only and TS are for TS only.

You may be able to trade credits down (TS for CS or CS for snacks) but you can never trade up, so you can't trade any CS credits for TS meals.
