TP showing MMRR in September - FP?

I was playing around with a touring plan for our September trip and TP has MMRR as an option. I know the opening is supposed to be Fall 19. When other new rides have opened, how do they release fast passes? Any thoughts on if this will be a tiered fp?

I admit I had to think hard about this too, but it’s Mickey & Minnie’s Runaway Railway, the new ride in the former Great Movie Ride space at DHS.
