Can anyone tell me about wheelchair access in the queue or what the alternitve access is?

wheelchairs and ECVs go through the regular line - there's a point where the FP line meets with the regular line. At that point wheelchairs/ ECVs and their parties are diverted up a ramp and loaded separately. I'm not sure if you have to be able to transfer into the car (I think so..?) or how that part works.
 
you go through the same line as everyone else ( since it's a newer ride, it is wide enough for both wheelchairs and electric scooters throughout the entire queue until the stairs.) At the bottom of the steps (where the fastpass lane and the regular lane come together, and you would ordinarily then go up the steps and back around down the steps to get to the regular loading area)...anyway, just before the steps, there's a hall to the right, and there is a side door there. The castmember taking fastpasses will direct the wheelchair (or ECV) party toward that door...it goes to an alternate loading platform where they divert the special cars for loading...there are both a wheelchair car and they will also divert cars for people who can transfer from a wheel chair or scooter to regular ride seats.

Sometimes you wait a long time for the special cars...and the wait time will also depend on how many wheelchair parties are in front of you, too. We have waited as long as 15 minutes after getting to the special loading area...other times, it was just a minute or two. If you have fastpasses, you can take the wheelchair or the scooter in through the fastpass lane, too...same thing, you'll get sent through the side door at the bottom of the steps.
 

From personal experience. W/Cs and ECVs go thru the regular lines. At a well marked spot there is a sign that sends these up a ramp and away from the regular lines to avoid the stairs. You go to a separate handicapped accessible loading area. You will be asked if you can transfer to a regular seat. If not, there are special ride cars that can be quickly configured so that the wheelchair can be loaded onto the ride vehicle.

Toy Story Mania - this one makes a quick turn after each game and some people find it too jarring. Very small step up to ride car. The special ride car is wheelchair accessible, but not ECV accessible. Guests can drive an ECV within a few feet of the ride car. There is a set of steps in the ‘regular’ line. Guests with wheelchairs, ECVs or other mobility devices bypass the stairs.

This, plus when you get to the front, if you are able to get out of the chair you just leave the chair there and get in the car. If you can't out of the wheelchair, then the cars they have earmarked for this area (only 1 or 2 of them) are convertible and they take the back off and it makes a ramp and you push or drive the chair into the spot. Someone can sit next to you in the car on the regular part of the seat, it is like a 60/40 split.

This is a picture of the wheelchair accessible ride car. It has a seat that can be removed to make space for a wheelchair.

Link to Toy Story Mania Thread: It was 2 threads that were merged together, so the first few pages might be a little confusing. It starts out from April of 2008 when the ride was first opening until Dec 2008. There are 12 pages and the first 4 pages contain a lot of guesses on how it will work (with some pictures from the sneak peek on page 4). Page 6 contains some very good pictures of the handicapped boarding area and the wheelchair accessible ride car, but many of the later pages also either have pictures or links to pictures.
Link to a youtube video of TSM that shows the entire standby queue. The bypass for the stairs is just after the people in the video get their 3D glasses. The regular line continues up the stairs. The handicapped accessible line goes off the picture up a ramp to the right.

The longest we have waited was one hour after the point where you go up the ramp to the loading area. Line was backed up all the way to the beginning of the ramp.

Us too. Anyone who can't do stairs for any reason have to use that loading area.
