Yes, bell services will be able to shuttle you and your belongings to the room.
On the rental car issue, I'm partial to having a car so my answer would be "yes". The resort is fairly spread-out. If you plan to use the main pool, community hall or any of the other amenities in the common area, be prepared for a 6-8 minute walk from your guest room.
However, all 4 buildings that are open now surround a "leisure" pool. And the bus stop is about 30 seconds from your door, no matter which building you may be assigned. If your movements will be largely restricted to the hotel room, leisure pool and bus stop, there's really no reason for a car.
