If you ask the housekeeper, they will provide extra towels for you. Then they can appropriately inventory their cart at the end of the day. I've never had a problem getting extra towels, pillows, or other types of linens when I've asked.
As a DVC member, our dues pay for towels and for laundering them. You get a standard number of towels in your room. The towels are replaced on day 4 of your stay. If you need more than the standard number of towels or want fresh towels more often, you can get them but you are supposed to be charged for them. The idea behind this is that if you want more than the standard amenities then you should pay for them yourself rather than having the cost spread across the other resort owners via higher dues. agree...I'd feel sorry for the housekeeper thinking he/she has enough supplies to clean the their required number of rooms and having towels go missing

DVC has the option of having you pay for towels (though often the housekeepers will just give you some). If they intended them to be free, they wouldn't have a charge for them.

Many people have reported asking for more towels and not being charged for them but according to the rules, there is a cost and it may be added to your bill if you make the request.
So to answer your question, no, I would not grab extra towels off the cart. If I wanted more towels I would request them and pay the $6 fee.

Your initial supply should be equal to the occupancy of the villa - 4 sets for Studios and 1BRs, 8 sets for 2 BRs and 12 sets for GVs.
Since laundry facilities are provided at no charge (in the villa for 1BRs and larger and near the pool or elsewhere in the building for Studios), additional linen supplies will have the charge for additional services as already noted.
DVC members/guests can also purchase additional housekeeping services as desired.
Studio or 1 bedroom: 4 bath, 2 hand, 4 wash cloths
2 bedroom: 8 bath, 4 hand, 8 wash cloths.
But my hubby did take some extras from the pool. He only used the pool once and I didn't use it at all. He figured we still used less towels than if we both went down every day.
