are members able to access Top of the World Lounge in the daytime when the lounge isn't operating to enjoy the view? We will be staying at BLT in a couple of weeks and I don't know if our schedule will allow us to make it during the evening.

Only if there is an event going on.
Otherwise the TOTWL is closed with no one in there.
If you are assigned to a room on the 16th floor then you maybe able to get onto the balcony.

Oh ok. I of course won't know what floor we are on until we get there. We have a lake view 1 bedroom. It is our first time at BLT. How are the 1 bedrooms there?

There might be four 1-bed lake view rooms on the 16th floor. Don’t count on getting one of those.

On Thursday afternoons, there is Painting with a View, so there would be folks up there then.

Yes. There is a door to the left of the bar (as you face it) that leads out to that side. Very few know about it or choose to go out there. Bartenders probably think of it as their own private deck, LOL.
