Tortola and St Thomas with a Toddler

Looking for recommendations on things to do in Tortola and St. Thomas with an 18-month old. The options are limited and it’s really hard to tell on Disney’s website what Port Adventures children under 3 can do. Open to options either with Disney or directly with a tour provider. Would like to avoid traveling by boat if possible.

We have a 3 year old and will probably just take a private cab to one of the beaches. We booked our cruise late and almost everything she could do is sold out (even the overpriced beach transfers).

In the past when we took a cab with our 4 year old on Nassau the driver stopped at a restaurant (great fish) but took his time getting us back from the beach stop (stopped by some pushy sales people for an extended period of time). We were getting a bit anxious towards the end.
