Topolino's Dress Code Question

Resort casual, I wouldn’t wear flip flops and a tshirt, if the restaurant is not in a park I wear short sleeve button down and dress shorts, every time we have gone to Topolinos I dress like that
 
The only place I've seen Disney enforce dress code, is on the cruise line. If you show up at Palo or Remy, and not follow their rules, they'll send you back to your cabin and get something appropriate. So if you sail with them, take heed!
 
We don't always go back to our resort to change for dinner at a nice restaurant, but if we are going to be in the parks all day I throw a "nicer" shirt for each of us in the park bags. That way, we at least look respectable and "dressed" when sitting for dinner and aren't all sweaty and stinky, hahaha. Seriously, though... we usually plan dinners at nicer restaurants for our "down" days or for when we know we won't be staying at a park all day, specifically so we CAN dress up a little and have a real night out. It was easier when MK was open very, very late as we'd have time to leave the park, change for dinner at GF or the Contemporary, and then go back into the park for the night (albeit a little dressed up). Can't do that anymore.
 
California Grill has a "Business Casual" dress code for dinner but I was there is 2015 for a drink around 5 pm and we wore shorts and we left by 6:00. All other times there I was I was "dressed up" . Victoria and Albert's definitely has a dress code (been there 3 times and once I wore a tea length gown) and again, with heels. All other table service restaurants are casual, but not bathing suit tops or bottoms or 1 piece suits. Same for men, no bathing suits. T Shirts and tank tops, and midriffs are OK. Flip flops are the shoe of the week in FL, anywhere. Probably even in Cali Grill and V&A though I don't recall seeing anyone in V&A except dress heels.
 

It’s not just Disney. On my first visit to Napa, many years ago, I was excited to go to a very nice restaurant with a dress code. Unfortunately, some techno bro was allowed to wear his shorts and flip flops. I was really stunned and felt, at that time, it was the end of enforced dress codes anywhere.
