My wife and I are taking my two year old daughter to WDW in July. My wife doesn't do any thrill rides so some days I will be using her fast passes on her magic band along with mine which will require me to have both magic bands. If my wife wants to take my two year old daughter back to the room before I am done using my fast passes, will my daughters magic band work to let us into the room and to use snack or meal credits?

Her MagicBand will be linked to your MDE account and when you check-in, make sure it has full access to all data. Your wife can also request a KTTW card to have in her possession if you don't want full access on your DD's MagicBand. Are you planning to allow your DD to wear the MagicBand? If so, I wouldn't have full access on it.

No, I don't think she will wear it.

I already did the express check in so can I call to have the full privileges setup before we arrive or just stop by the front desk and they can set it up for us?

With online check-in, you'll still need to stop by the Front Desk to pick up your packet. The CM can double-check to make sure it's set up correctly and has the correct credit limit, etc.

I don't know about dining plan, but my 2 yr old DGS band did open their door. I wore mine on one arm, his on the other arm all week.

I started wearing them on the same arm, but had trouble getting into the park. The CM said it was reading his band, but there wasn't a ticket on his band. The thing is, why do we have to tap the Mickey head, if his band was being read several inches away.

My toddlers band did not open our room door. BUT we did not specifically have it set up to do that. I'm not sure what the default setting for a toddlers MB is, but if you need it to open the room, I'm sure they could do it.

ETA: Not sure about the dining plan. We did not try to use my toddlers band for that.

Personally, I would just ask the CM's at check in for a KTTW card for your room.

As far as online check-in goes, it's pretty much a joke. We did the online check in and when we arrived at 11pm, our packet was not ready, they still had to fix our MB. It still took a long time. Not really a time saver in my opinion.

They can set it up to access room elements (room access, dining plan) of your package, but not tickets.
