I just came back from a trip with 4 little girls under 2 1/2 years (2 families). Our babies loved the characters!
One of them, who turned 2 while we were there, was crazy about the characters, so Epcot was her best park. Two of them were really into rides, and their favorite park was the Magic Kingdom.
