They are there for the express purpose of signaling the baggage people to not put that bag through to the baggage claim area and to send it to the DME people.(simplified, I know). So, you get your own bags, they go under the bus, and when you get to your resort, the driver gives you the bags, you check in and if your room isn't ready, bell services will keep your bags until the room is ready. Simple.

Did the DME bus not pick you up around 2.75 to 3 hours before your flight was scheduled to depart? This would have gotten you to the airport between seventy-five and ninety minutes before your flight - possibly tight, but certainly do-able.

Um, is there a reason they didn't just call Bell Services/Luggage Services from the room? :)
 
In the early days of ME, many people, including myself, did not get tags in the mail before departure. And it wasn't because I waited until the last minute either. I made my ressie about two months in advance. About how long before your flight has everyone been receiving their tags these days?
 
We did not recieve our tags until about 6 days before departure.
