While you may be able to do this over the phone (but maybe not now due to limited staff working) technically buying TiW without an AP requires a Blue Card. We just bought ours in Feb.I called to get a refund on our AP and asked about my TiW. She said that they aren't staffing right now, but she took my information and said that she would pass it along and I would be able to get a pro-rated refund for the time the parks are closed.
pretty much what I was told, though we all know time will be added. It just depends how much time since they are opening but not all restaurants are opening. I asked for a partial refund, but they said no decision has been made and they were not open for business. i Sent them an email so they have my info.
