Timeline for booking cruises

When I was booking our cruise for Sept. 2008, MS told me I could book a cruise with points as early as 2 years prior.

We are going on a cruise again in January-Feb 2010 with our family and 8 others. When is the absolute earliest we can book this? Do the dates/rates have to be released first?

Also, can you get some sort of incentive for booking a cruise before leaving the boat? What if the cruise is for a future date that hasn't been released yet? We will be booking with points.

From page 81 of the 2008-2009 Vacation Planner:

Members can make reservations 24 months to 14 days in advance of their requested sailing date. Some sailings may not be available for booking at the 24-month window.
