Unfortunately, DisneyWorld.com can be rather misleading. It reads "Open Seasonally _Insert Date Here_" That actually means an attraction is categorized as Seasonal during those dates. Typically a Seasonal attraction is only open on the busiest days of the year. A rare exception, the CoP has recently been recategorized as Seasonal, but continues to operate daily. To the best of my knowledge, The Timekeeper has only been open a few days this year (around July 4th.) Since then a semi-permanent meet-and-greet for Stitch, Buzz Lightyear, & The Incredibles has been setup in the queue area. If it were to open again, it would be at the peak days around Christmas. If it were to re-open, it would probably be for the days around New Years. However, I wouldn't be surprised if it stays closed even then. The last time I remember Wonders of Life being open was last year (around Christmas?) It may reopen for the holidays this year according to the site-that-must-not-be-named "It seems that Wonders of Life is set to reopen during this holiday season in order to boost the capacity capability of Epcot over the busy period. This is not yet officially confirmed." If it does open, I doubt it would be open for more than a few days/weeks.
