Tiering only at EPCOT and HS?

Sorry if I'm out of the loop!! I haven't been to The World since last Feb when Tiering was still in effect at all parks and we only got 3 FP's total...

Is this article I'm reading correct that tiering is only still happening at EP and HS?

Additionally, once we use our 3 pre-planned FP's, we can then hit up a kiosk to get more? If that's the case, and we're park hopping, could we use the extras at another park? Or do we need to use them all at the same park? For instance:

Can we use our 3 pre-planned FP's at MK in the AM then move to HS and book additional FP's at a kiosk?

Lastly, any plans to allow us to us the MDE app instead of a kiosk to add FP's?

Yes tiering is at DHS and Epcot. Once you use your first 3 you can book technically as many more as you want at one of the kiosks. You must use that parks kioskis that your hopping to. i.e. You can use your first three at MK than hop to AK and use their kiosks to get a 4th etc.

While you have to use a kiosk to get a 4th FP+. You can use the app to change the attraction and/or time via the mobile app.

It's a maddening process (select a different attraction, it changes your time, but then some times you can change the time back..)

fYI You will have more 4th FP+ options at MK because there are more rides which makes them less likely to "sell out"

I know that this is what the poster meant, but just to be clear, when using the kiosks, you can only book one attraction at a time. The use of the phrase "one of the kiosks" could be read to mean that you could go to one kiosk and book as many more as you want. You have to go to a kiosk each and every time you want to book another FP.

Yeah, but I would not really recommend this strategy, because by the time you use your 3 at the MK and get over to HS, Rockin and TSMM will be gone. You'll find FPs to things like GMR available, maybe Star Tours. It would probly be better to pre-pick your 3 at HS if your plan is to do HS in the afternoon, then do your morning at the MK with just morning standby lines.

People more or less expect it will come to this whenever Disney decides to roll this out. But it's not there.
