Tickets purchase at International Gateway

Can I purchase a DVC discounted ticket at the International Gateway ticket booth? In the past I have exchanged vouchers at that location but I don’t know if I can outright purchase a ticket at that booth?
Can we purchase a DDE at the same time or does that require another stop?

As far as I know, you should be able to purchase both the APs and the DDE at the guest services window at International Gateway.

I've bought the Annual Pass with the DVC discount at the International Gateway a couple times, since I stay at BCV. No problem.

As far as I can tell, IG is a very pleasant, low traffic, full service guest services.
(I think, while waiting for a boat, we got our reloaded Disney Visa gift card there, or something we could only do at a front gate member services)

To answer part 2 of your question, I believe the DDE card has to be purchased at the Guest Services counter at the front of Epcot in Future World. At least when I bought mine earlier this year it was that way.

You can purchase both at the GS booth which is the one on the left as you approach. The booth on the right is tickets only. I bought APs there and had to go to the other booth to get DDE.
