Well, it can't hurt to try at the ticket booth. But the OP's sister should be prepared to be told that it can't be done. Then if the CM does work some magic, just be thankful for the pixie dust!

Interesting. I've done exactly this when I had a great promotion a couple years back.

Was it in 2011 or earlier? I don't remember exactly when, but they closed a lot of "loopholes" in APs shortly after they introduced Premier APs and did that forced consolidation for people who had APs for both coasts. All the OP's sister can really do is ask and be prepared for the answer to be no. Disney can do a lot of things, but they often choose not to make exceptions, so that is the outcome people should plan for, even if they're hoping for more. I'm pretty sure they won't let them use PH in June to extend the expiration date a whole year of an AP that expires in September. That option is a pretty out there expectation.
