Disney does not give reasons for what they do. These types of questions are not discussed at share holders meetings but my guess would be they can sell more tickets by not offering a none expiring option.

Because most visitors are locals they could effectively use a non expiring multi day hopper as a season pass. While locals can get cheap season passes, that would let them further crowd the parks during the summer.

regarding the original OPs question.....when a question ends with the words: ".....like they do at WDW", are these words necessary?
I'm curious....do DL vets go on the WDW board & ask:
- "Does MK have Alice & Toady.....like they do at Walt's Park?.....or maybe...
- "Can I walk from hotel to the park....then to DTD for lunch.....then to ANOTHER park......then back to my Hotel.....without ever having to ride a stinkin' bus....like i can at DLR??
