Can a 7-day park hopper plus be upgraded to a regular annual pass (not premium) if none of the plus options have been used?

Any ticket can be upgraded at any time regardless of what is used. If you are asking whether you can apply the entire amount you paid for the 7 day PHP to the AP, the answer is maybe.

You would have to do the upgrade within 7 days of first use of the ticket. You cannot have used any plus options, and you must have purchased the ticket from a Disney source (CRO, WDTC, TDS, Disney resort, etc).

If you purchased the ticket from another source (AAA, Ticketmania, Paramount, etc), then all the above holds true except that you will not get the entire price you paid for the ticket credited. You will only get credit for the wholesale price that Disney sold it to them.

If the pass was first used more than 7 days prior to doing the upgrade, you will get a dollar credit equal to the unused major park admissions only to apply to the AP. Unused plus options carry no dollar value when doing an upgrade and will be lost. Once again, credit from non-Disney purchases will have a lower credit.
