In our area, you can often buy a new home for the same price you'd find on an older home (which we did look at when looking to buy a home). We figured why go with an older home that may have a lot of problems when we can get a new home that won't have the same kind of problems? The only downside is you don't get to move into your home unless you join the HOA (per their rules). If you want to live here, you have to join or they'll put a lien on your house until you do join (I think..I'd have to dig out my CC&Rs and go look).
Like I said..it isn't the board that' s the problem..it's the property manager. The HOA has a certain company to 'manage' the property and they hire a person to come out every week or so and make sure the rules are being enforced as far as mowing the lawn, placement of trashcans, etc. SHE is the one nobody likes. IMO, the board is just a front so she can micromanage everything.
