Third track at Toy Story and third Soarin room

When is the third track suppose to open at Toy Story? I'm assuming the third theatre will open at Soarin when the ride opens (per new announcements). So, how do you guys think this will effect wait times? Think you can ride without a FP and wait 40ish minutes or less in June? I don't currently have a FP for Soarin and am tempted to just see if a late night ride is just the way to go or maybe we will get lucky.

I saw something yesterday saying that the 3rd track of TSMM will open Memorial Day weekend.
