Things to do for 18 mos old at USF/IOA

The Barney show and the playground that is around it would probably be enjoyable at USF. The Suess area would probably be fun for him too. Park his stroller under the Hulk and let him watch!
 
The curious George area at Universal is pretty nice for a little one. You just have to stay close, so he doesn't get trampled by the kids running around. Dr. Seuss has a small walk through attraction our little ones like.
 

If.you.go.to.the.right.just.when.you.get.to.curious.george.at.USF.,there's.a.playground.that's.pretty.cool...There.are.little.boxes.around.the.outside.that.make.different.animal.sounds.

My..little..guy..is..two..now,.but..when..he..was..18..months,..I..took..him..on..Cat..in..the..Hat,..One..fish..Two.fish.and..the..Caraseusel(spelling,ugh...)....Plus,.over.at.USF,.he...LOVES...the..ET.ride..If..he..can..walk..and..sit,..then..he..can..ride..ET.

I dunno, there may be stuff to do but they won't remember it. If there is a way to leave the kid with grand parents, do it.
