While there is mention elsewhere (website not fully updated), Universal Studios has scrubbed mention of CA-resident restrictions from their banner:

Sea World now has a ticket option available to those from out-of-state.

Thank you for this thread! We are hoping to visit SeaWorld San Diego and Legoland California in July. I noticed the update to the SeaWorld tickets as well. As of today it mentions out-of-state residents needing proof of vaccination, but it no longer says anything about a negative test. I wonder what this means for children under 16.

Also I don't see any mention of California resident restrictions on the Legoland website.

Interesting. The email I got from Universal today clearly still had the CA residents only disclaimer.
