to get the restuarant discounts - do DVC member have to be staying in a DVC resort or not?

staying off site and want to eat lunch at the Kona Cafe!

No, all you need is your DVC member card.

Some discounts are stay and point specific but most are not. As drusba said, the restaurants and valet parking are not.
