Why is it when you put "plane crash" and "New York" together, people sometimes think "Terrorists"?

Even before 9/11, when a plane blew up over the sea near New York, people thought it was a missle shot at the plane by terrorists that caused it (it was actually faulty wiring and evaporated gasoline)
