Well, it's only valid on Monday-Friday from 7:00am - 6:00pm. So if you don't on doing any driving during that time, then you're OK. Also, pretty much all of London's attractions are in the congestion charge zone...

I'm not sure you're going to make it... For one thing, Glasgow is in Scotland, and about 7 hours away from London. Shepherd's Bush would most likely be the BBC Television Centre. Birmingham is in the middle of England, and Manchester is close to the west.
