Yup! The outline is of K9, but this is from the opening titles of "K9 and Company"; an attemepted spinoff featuring K9 and Sarah Jane Smith (which explains how she got a K9).

My previous answer was Peter Davison, who was the 5th doctor (and the youngest to boot).

And yes, I am Doctor Who obsessive.
