And obviously the correct way is with the paper coming over the top of the roll.

No matter which way you hang it, unless you hang it vertically, the paper comes over the top of the roll. The difference is where the loose end is after it comes over the top.

YES EXACTLY! There was a study on this that proved you actually waste more toilet paper if you put it under. So over the roll is the correct (and only) way to do it.
