Today the House will vote on a Democratic bill to reinstate the draft. President Bush and Republicans oppose a draft and seek defeat of this bill. Sen. Kerry and Sen. Edwards wrongly claim it is Republicans who support this, yet it is John Kerry who said he may be open to a draft. Below is more information about this bill, who sponsored it, what Sen. Kerry and Sen. Edwards are saying as well as the truth about President Bush's position regarding it.
It is not Republicans who support this bill, it is the Democrats.
Kerry and Edwards claim it's Republicans who want a Draft, but it's Democrats who are proposing it in Congress. The Administration has been clear: President Bush opposes a draft.

Democrat Congressman Charles Rangel (D-NY) Introduced The "Universal National Service Act Of 2003" To Reinstate Military Draft. "A BILL To provide for the common defense by requiring that all young persons in the United States, including women, perform a period of military service or a period of civilian service in furtherance of the national defense and homeland security, and for other purposes." (H.R. 163, Introduced 1/7/03 By Rep. Charles Rangel)

Today, House Of Representatives Will Vote On Rangel's Proposal, Which House Armed Services Chairman Duncan Hunter (R-CA) Vows Will Receive "Very Little Congressional Support." "Later today, the House of Representatives will debate and vote on H.R. 163, the Universal National Service Act - commonly known as the Reinstate the Draft Bill. Democrat Senator Ernest Hollings (D-SC) Has Introduced Identical Military Draft Legislation. Kerry and Edwards Claim It's Republicans Who Want Draft, But Kerry Is Open to Draft. Kerry Raised Possibility Draft Is Returning Under Bush. "Democratic presidential candidate John Kerry, citing the war in Iraq and other trouble spots in the world, raised the possibility Wednesday that a military draft could be reinstated if voters re-elect President Bush. ... Answering a question about the draft that had been posed at a forum with voters, Kerry said: 'If George Bush were to be re-elected, given the way he has gone about this war and given his avoidance of responsibility in North Korea and Iran and other places, is it possible? Edwards Hinted Draft Would Return Under President Bush. "Edwards drew his biggest applause from the audience, which was heavy on union members and laid-off workers, when he responded to a question from a woman who said that her 23-year-old son recently graduated from college, and that she is worried about a draft being instituted for the war in Iraq. Yet Kerry Told Reporter That If Large Mobilization Is Needed, Draft Is "Only Fair Way To Do It." REPORTER: "Senator, some in your party have called for reinstating the draft. Do you think that is a good idea?" KERRY: "Not at this moment. I don't. If we had a need for a general mobilization at some time in the future, then I think that's the only fair way to do it." Administration Has Been Clear: President Bush Opposes Draft.
Secretary Rumsfeld Called Allegations "Absolute Nonsense." "Defense Secretary Donald Rumsfeld heatedly denied yesterday that the military plans to bring back the draft and boost reserves and National Guard callups after the November election. 'That is absolute nonsense,' Rumsfeld told the Senate Armed Services Committee. 'It's absolutely false that anyone in this administration is considering reinstituting the draft.'" Vice President Cheney Said Rumors Were "Hogwash." "And the notion that somebody's peddling out there that there is a secret plan to reinstitute the draft, hogwash, not true." (NBC's "Nightly News," 9/29/04)

President Bush: "We Don't Need The Draft." "No, we're not going - we don't need the draft. Look, the all-volunteer Army is working. ... I found was that Rangel was a big, whiny baby over
the "illegal" killing of Uday & Qusay!??!

The supposed "secret Bush draft bill" (that was really a Democratic bill) at that center of the Kerry whispering campaign went down in flames in the House today by a vote of 2-402!!! Sleep soundly worried soccer-moms!

Being from NY, I remember when Rangel first proposed this.

As I recall from the interview that I saw, the basis for his wanting to reinstate the draft was due to the military having a disproportionate number of minorities. Specifically, he felt that too many blacks/Hispanics were being sent to Iraq. It was his contention that the draft would provide more racial balance.

He was the one who introduced the legislation, and he's very much a Democrat.
 
So two loony Dems want to re-instate the draft, and suddenly the whole Democratic party wants to send 18 year olds off to war?

I don't think any mainstream Dem or Rep wants to re-instate the draft, it's political suicide, no one is THAT dumb!

No, but the Democrats and Bush haters started a whispering campaign that included e-mail chain letters explicitly claiming that Bush was trying to "sneak" legislation through Congress to reinstate the Draft and public comments, Kerry included, that played on the fears raised in the e-mails by implying that Bush might draft sons and daughters in the future but stopped short of accusing Bush of wanting to do so.
 
As if this bill wasn't the most obvious political tactic in history.

Pretty smart move by the Republicans, actually. Makes me a little proud of the strategists in the RNC back office. :)

It is more than that, I heard a clip of Rangel (sp) stating, "...This is what Bush intends for after the election....we are just helping him out!..."

This is not looney, this is calculated scare tactics. And you can't dare critize Rangel 'cause he's Black, so if you do you're racist!

Brillant tactics on the Democrats side. And the fact that both the house ands senate introduces these bills right before the election and then the DNC and their 527s do an Email blitz!

Even my leftmost left friends have to admit what was done here!

The part that is most hilarious about this bill (obviously it must have been meant as a joke) was that Rangel himself voted against it. The two who voted in favor? John Murtha, Democrat from Pennsylvania, and Fortney Stark, Democrat from California. Surely there must be more pressing issues for Congress than to than to discuss and vote on bills not even supported by those bringing the bills to the floor.
 
There have not been enough troops in Iraq since the very beginning. It looks like we are going to be there for a very long time. Where are they going to get the troops? Not to mention we are spread so thin, what on earth would we do if troops were needed elsewhere? To think a draft is not coming is extremely naive. And while there is little point in arguing this with people who refuse to see what is in front of their eyes, I am letting you know I will be right here the day they do bring back the draft to remind you of your words. If for nothing else to see just how you spin it.

Apparently you haven't heard.... Kerry's got "a plan" and will "do better". Foreign troops will start pouring into Iraq after Jan 20th to relieve the "hopeless" situation that we find ourselves in.

Naive? Enllistments are higher than they ever were when we did have a draft during Vietnam. Why would we want to put people in the military that didn't want to be there when we are having no problem getting the people that want to join?
