Jack's not?

I thought he had a permanant meet and greet on the island?
Jack was removed from DL late last year under a cloud of mystery. Disney issued some official, vague statement on why he was gone which implied that his popularity had waned. We all know that is not true. Jack is
very popular. Then a former CM who played the role of Jack in DL wrote a sort of tell-all article for some publication that indicated Jack Sparrow was not only popular, but a little TOO popular with some of the friskier female guests, if you know what I mean. He was getting propositioned and groped left and right, and basically women were acting like Girls Gone Wild in the middle of DL!!

So there has been some speculation that, much like the removal of the Esmeralda character (in Hunchback) from DL years ago due to amorous men who couldn't control themselves, poor Jack was banished from the park because he caused too much of a stir among the ladies!! We don't know for sure that it's true, but if he is popular enough to add into the POTC ride, then he is CERTAINLY popular enough to keep as a roaming character in the park. That leads me to believe there are other reasons for his removal!
Who knows? Maybe DLR will bring Jack Sparrow back for special occasions. Last year he was one of the special PhotoPass photo ops at the Trick or Treat Party in DCA, over in the Pirate's Wharf area, or whatever it was called. Maybe they will allow him to be there for that this year. In the meantime, you can only catch the Animatronic version of Jack in POTC.
As for the Beast, he used to be out and about so much more in the '90s. He was always at Goofy's Kitchen, and my Beast-fanatic friend would seek him out if he was anywhere in the park. But, sadly, the last several times we have been to DLR, we have not seen the Beast anywhere. Belle still makes the rounds, but not always with the Beast. The Beast even has his own 'library' in the Animation Building in DCA, but he is nowhere near it that I have seen!
