I dunno if this makes sense, but how can we [We. LMAO] improve southern italy.
Its Poor.
Old People live there.
They dont have many people going there.
And they dont have much rain in the summer.

Depends on how they need to improve it. They could rebrand it as a tourist destination, by adding in something that could bring people to the area, such as... an art gallery, theme park, major shopping centre, etc.

Any other problems with it? We've spend most of our time so far learning about how to rebrand an area. Is it rural or urban? You've mentioned an aging population. South Italy is mainly coastal areas, and coastal areas don't do well. At least, in the UK, it doesn't... Don't see why hardly anyone goes. It's by the beach, very hot in the summer, maybe some interesting coastal landforms, probably close to major tourist destinations, but i'm unsure on that...
