We are here now and Test Track is down. No timetable for it opening. This trip has been difficult. I originally made FP today for TSMM but of course they closed it for today but didn't send notification until it was too late to get FP for another day. Soarin is closed and now Test Track is down. The amount of attractions that are down, go down frequently or closed altogether is astounding. I'm fine with planning ahead but I want to know what is going to be down at least 6 months in advanced also. I love Disney and have not complain before but it's been too much this trip. We will wait a couple of year before we come back.
 
Test Track, unfortunately, is prone to technical difficulties due to the large portion of outdoor track and the nature of the ride mechanism. And after there's a problem, it has to be tested for safety before guests are allowed to ride again. They won't give a timetable for this because it's next to impossible to estimate, but barring unsafe weather conditions, it's rare for TT to be down all day.
 
My last trip 7DMT was down. They told us the same thing, no time table. It ended up being a couple of hours. They extended our fast pass for the whole day so we could ride when it did open up. Maybe it will be back up later today?
 

When we were there a month or so ago, Splash Mountain was temporarily closed during our FP time. We received an e-mail right then, offering us a list of other attractions we could use for that FP. We were kind of impressed how proactive they were. Based on that experience, I am surprised the system didn't do the same in your case (not that there really is another thing in Epcot at the moment worth of a FP).

If you have a FP, that is what happens. He was going stand by.
 
We got here early to ride TT and get a child swap. We had FP for later morning. It's running now and I received the FP email. 3rd email in 3 days.
 
Here in my area of KS spring break always is the week that includes St. Patrick's day. This is true for normal school (elementary, middle/junior high, high school) and for college (at least my college was). School starts mid-August and ends around the 3rd or 4th week of may (aside from college this would depend on how many snow days were used may cause early or late release though the latest I was ever in school was I believe june 4th or 5th) but other schools elsewhere in the nation don't start until right around labor day which means their spring break may coincide with how it is here or it may be later on.

When I last went in 2011 TT went down a twice (separate days though). One day was mechanical and the other was due to weather. With the weather one we were already in line pretty close to the loading zone so we stuck it out..for 45 minutes and then they let people on again for about 10 minutes then they stopped again for 15 more minutes when we finally rode it was still raining outside but not too bad really.

I haven't been on TT since the reboot of but given the nature of the ride and the popularity of it I wouldn't be suprised if it got a little too much usage for it to handle at times.
 
We received our email for an anytime FP due to BTMRR going down. If You received that for TT, you could go on TT twice if any FP's left. I changed one of my other FP's to BTMRR as well, and went twice, once with the changed FP and once with the anytime FP. Think it might work so you could get an extra ride on it if you would like too. A little late fir today, but....
