A couple of issues to talk about.
First, 'Test Track' has a very bad reputation inside the company. The ride system was extremely expensive, late to open and costs a lot to maintain. There's little chance Disney is going to spring that much money and grief again to build something they consider a turkey (although they were more than happy to sell one with a hefty margin to the Oriental Land Company for DisneySeas 'Journey to the Centre of the Earth').
Second, California Adventure is a failure because it doesn't have anything interesting to people that live in California - a group that makes up 65% of
Disneyland's attendance. And if you live around here, zipping about in a car at 55mph ain't a new and thrilling experience. You can get eight times 'Test Track's thrills on any onramp to the 405. Now that the people who thought the public would pay to see a tortilla making machine have finally been fired, I find it hard to believe any one would suggest dropping $150 million on another attraction people couldnt care less about.
There is a Cars related attraction in development. Its for Disney Studios Paris and uses a shopping mall version of the teacups ride the same as the Francis Ladybug Boogie in a bugs land at DCA. The Paris parks expansion is the same bigs land panic, but instead of squirting water theyre getting a shelf-bought spinning wild mouse coaster decorated as Crush from
Finding Nemo. I could see the clone of DSPs
Cars ride going to DCA as part of another panic build something!!! spurt, but I think even Disney may have figured out that DCAs problem cant be solved on the cheap anymore.
Lastly, there are a lot of people inside Disney that really want to use that land for another hotel. Whether its the moderate Hawaiian Resort or another deluxe, Disney still believes it can make more money from hotels than theme parks. Its also likely that residential opposition is going to prohibit any more development along Disneyland Drive adjacent to the Paradise Pier Hotel. So the corner of Harbor and Katella is the best hotel spot Disney has left. I dont see them giving that up for a ride.
