Temps vary. If you have a 70+ degree day, you can probably swim comfortably. We went last January and swam three days. There were only two days that were cold.

We were there in 2006 for 7 days, swam 4 of them. The temps were between 68-75 on those days. Were from WI so felt plenty warm to us-no teeth chattering! We swam mostly mid day as a realxing break form long days at the parks. We did have 1 really cold day (50 but windy!) and night (got down to 40-BRRR!) We loved the weather, especially my Dh who would be miserable in Hot weather! As for crowds-CANT BEAT EM!! We never waited longer than 15 minutes for any ride all week! We would definitely do FEb. again!
Feb temps are unpredictable at best. It can be very cold or warm enough for shorts. If you swim, best do it in the middle of the day. Disney says the pools are heated, but sometimes it doesn't feel like it to me. Low crowds though. Great time to go to the parks.
