I thought I´d add some comments to this somewhat heated discussion....
I am an American who married a Brazilian . I have 3 beautiful children and we live in Brazil . One of my children is a 14 year old teenage girl.
I am a teacher at a local high shcool , therefore I have a lot of contact with Brazilian teenagers.
My entire family lives in the States ( in Iowa and California) , so we visit a lot . I went to high school in CA and my father was a teacher there.
Brazilians flock in hoards to Florida for several reasons:
-Brazil is a very , very expensive country. Example : a pair of tennis shoes which costs $100 in the Us costs $500 in Brazil for the EXACT same pair.

Brazilians go to Florida to enjoy the outlets , plus the cheap hotels and , of course , the amazing parks.
It has become a tradition for the 15th birthday celebration to send the teen on a Florida "excursion". There are specialized agencies which only organize these teen groups . Brazilians only get their driver´s license when they are 18 , so no car for birhtdays , etc ...a trip is what many middle class Brazilians save up for for a long time to mark this special date.
July is winter break and January is summer break . Brazil is South America´s largest country ( 198 million) and the tourists from Brazil are concentrated basically in these 2 months , bringing these huge groups.
Clarification: Nudity and topless sunbathing is AGAINST the law in Brazil. You will not see it if you visit Brazilian beaches ,contrary to belief. In Europe , it is common , not in Brazil.
The wild teenage girls probably were acting out , comparable to the lovely behavior you see during spring break in Mexico and Florida. I am sure the "spring breakers" don´t normally act in such a terrible manner.
The bottom line is: Group behavior is very different than individual behavior. If you take a group of teens from the US and they go to a resort in Mexico with chaperones they have no relationship with ( chaperones are from agencies) , I promise you , there would be a lot of inappropriate , loud , even lewd behavior.
Brazilian teens are not a different species . There are teens who are shy , teens who are sexually active and teens who are not , polite teens , not so polite teens , just like in the United States.
I in NO WAY condone or support bad behavior by anyone. I would have been very upset if a group of teens were acting in the way described by the original poster and I would have called management.
I think it is high time WDW and the other parks and resorts set down firm guidelines about behavior expected by ALL visitors and enforce this rules. If the rules are broken , the visitor is forced to leave , no money back. Actions/consequences. Limits.
WDW needs to realize they will NOT lose money by enforcing the rules. The groups will still come-the prices and offerings will not suddenly become unattractive just because there are rules in place. Brazilians inject BILLIONs of dollars into the American economy , at a time when it is sorely needed and they will not stop spending if rules are enforced , the florida entertainment /shopping meccea is just too attractive.
WDW and hotels in general needs to send a contract with clear guidelines to be signed by all visitors stating what is not tolerated and it must be respected.
The Brazilians are not animals...we are all adults here and some of the comments are really not very nice. I respect the fact that the group behavior is annoying - I have been on cruises with very annoying big groups ( Americans by the way) and I tend to avoid groups like the plague. People feel anonymous in groups and feel as if the rules don´t apply to them. Rules need to apply.
