I received a new Target Circle offer where if I spend 3 separate purchases of $70 before the end of this month, I will earn $25. I read all the fine print and it says gift card purchases don't count, but I am wondering if Disney gift cards will work. I know they have been categorized as entertainment purchases, so sometimes offers still apply to those. Anyone have any experience with this?

Check the Updated Disney Gift Cards and More thread. They're already on top of it and yes, gift cards count but you cannot use the bonus reward to pay for an additional GC.
