The biggest reason is that each type of aircraft has a different size bin (and some aircraft have different bins on each side of the aisle). So the airline would need at least a half dozen sizers at each gate! -- Suzanne
Just my opinion. DBF and I just came back from myrtle beach for a long weekend and we only took carryons. We said next time we would just pay to check a bag. We crammed everything in out carryons which left us no room to pick up souvenirs. Also, being a female I need my shampoo conditioner mousse etc. I probably spent $20 just buying travels sizes of these items so we could take them in the carryon. Plus, if you are the not one of the first ones on the plane, there is no room for carryons or there put somewhere not near you. So you have to wait for everyone to get off the plane so you can find your carryon which is probable 16 rows away from you.

There is an easy fix for that...standardize. Offer up a sizer in the lowest common denominator, check every carry-on, and if it doesn't fit, it doesn't pass the gate.
So simple. Oh, the squeals of outrage would deafen, though.

Of course, if an announcement was made to give travellers the opportunity to buy new luggage and the sizer was used each time, at least the complaints would be less legitimate.
As it is, many FF have legitimate complaints when they get off one plane with their carryon that fit perfectly in the overhead bins only to get sized before the connecting flight onto the same type of aircaraft when they are told they must gate check because the bag is now too big.
As I have posted before, I will replace the single 10 X 14 x 17 bag my DH and I share with bags (probably more than 1) that will fit the sizer as soon as my airline starts consistently enforcing it. -- Suzanne
