T Rex and dining plan

I'm just wanting to double check - T-Rex Cafe is NOT on the dining plan this year? Correct?

Correct. T-Rex is not available via DDP or DxDP.

T-Rex has never been on the Disney Dining Plans. They accept only the Premium and Platinum Package Plans. That will probably continue as long as Landry's does not want to accept DDP in their restaurants located outside of theme parks (Yak & Yeti, which is inside the Animal Kingdom park, does accept DDP)
