If we check in at OKW in a 1 bdroom and for some reason are not happy with the resort or the location of our room.(I can't see that happening but you never know) can you switch resorts and pay the difference without any penalty if they have rooms available .

Yes, but go to the front desk of your hotel directly. Explain the situation and ask them if they can assist you with finding another resort (ask for the operations support CM or a manager if the front line CM doesn't help you, some of them don't even know that this can be done.) It happens more often than you would think so don't worry about it, it's your vacation if you are not happy fix it. The operations support CM has access to the availabilty list for the other resorts, they can assist you with finding something and/ or setting it up. They might tell you what is available and have you call Central reservations and book it through them, but most times they will do the transfer for you directly through the other hotels Operations CM.

I seriously don't think you will be disappointed. OKW is a great resort, one of my favorites and the one bedrooms there are really nice! Have a great trip!

Given that you have Free Dining, that might be more problematic. You're there on a special discount. Were you one of the lucky upgraders?
