Sunshine Seasons CS "meal" definition?

We did the DDP last year, and at Sunshine Seasons, my DH got a Cuban sandwich, small bag of chips, drink and a dessert. The CM charged him OOP for the chips, saying they weren't included in the CS meal. The plan only describes "entrees" and "combo meals", nothing about sandwiches & side items --are sandwiches considered an "entree"? Has anyone else had this experience at SS or any place that only sells sandwiches & sides as seperate items (not combos).

Yes, it's just a silly bag of chips, but we are taking guests in June and getting DDP for them, and want to tell them what to expect.

the counter service meal includes either an entree (such as your sandwich) or a combo meal (like the chicken dinner that comes with your choice of 2 sides).

If a meal isn't listed as coming with sides (like the sandwich), you generally have to pay oop or use a snack credit for it.
 
No sides included unless it's a combo meal (the chips come with the sandwich and are listed as being included with the sandwich). If you have to pick up the chips a la carte they're not included.
