I would contact the school, explain it as a misunderstanding, & ask for a number of detentions, to avoid a suspension being noted on her permanent transcript.
Our school has that policy for the reasons stated above. A few years ago they had problems with kids bringing x to school that looked just like Tylenol and then giving it to kids who asked for a Tylenol!

We've also had a problem with kids drinking clear liquor mixed in with bottled soft drinks, water, Gatorage, etc.
I'm not that old (26) and it hasn't been that long since I was in high school and I am amazed at how different high school is now.
