Correct, unless the stroller is design for use in travel with appropriate tie-down spots. Most strollers, even the special needs strollers, are not sturdy enough for tie-down on a moving vehicle, the frame could be bent.

If you ask, (usually) you can use the ramp to wheel the stroller onto the bus, then transfer the child and fold the stroller, if it is too difficult to carry him/her onto the bus. Just show the "stroller as wheelchair" tag.
