Last year I had the goldfish packs on the same tray as the candy and lots of kids CHOSE them over the candy. So, I guess it was okay. Besides, if they don't get taken I have lunch snacks for my kids for a few weeks.

I am so glad that my children didn't say anything. I think the popcorn idea is just fine! DH told me that as children he knew that kids just tossed the unwanted stuff on the ground.... well, as it happens we have found three of the popcorn packages just this morning at the bus stop!! Apparently it wasn't a big hit around here.
But what really bugs me is how rude it is for the children to just toss it out! Wasteful AND littering.... two thinks that really peeve me!.................P
