This isn't exactly "budget," but I shop at Sephora for my make-up and Aveda for my hair care. Both of those places usually offer free samples as well as rewards points. Those samples and the freebies you can get with rewards points make good stocking stuffers for teens/women (I'm thinking of putting some in my mom's stocking this year).

Well, sort of -- we give to DH's siblings for their stockings but whether the gifts make it into the stockings I don't know. MIL actually requested one for Christmas after our bit of fun and it was a package deal for a few bucks more than for one. For my siblings, they don't have stockings for the adults. They've been forewarned they are getting one and the timing just worked out for Christmas. But after dealing with lice and the length of time it takes to completely eradicate an infestation after the first comb-through, you realize a good nit comb is invaluable if you have kids. And much to everyone's chagrin I'm sure, this will be a one-time thing -- how often do people really need a new nit comb?
