'Sticky' Situation....

....my DSis and her DD will be visiting WDW at the end of the month and they have the DDP. They don't plan to be in the Orlando area for a day (I think they are driving to Daytona for the day), so they will have a day's worth of credits available. Her other DD [who lives in Tampa] was going to drive to WDW to spend a day with them. My question is this: can my DSis use those potential unused credits for her other DD, specifically at a TS location?

Disney themselves have stated that dining plan credits can be used by anyone.
