I am a DVC member but have no more points so am thinking of staying off site. I travel with about 6-7 people so I'm thinking off site might be cheaper.. My mom would need a scooter, and perhaps my aunt if she came. When we stay on site it's easy to rent the scooter, have it delivered to the resort and use Disney transportation. If we stayed off site, I'm not sure how we'd get to the parks with the scooters. I know some fold up, but we may need 2. Any ideas?

You would have to get a rental large enough to handle 2 scooters( or use 2 cars, which of course doubles your parking issues. )

and of course be able to break then down into their components and put them back tougher again.

I always stay offsite and always rent 2 scooters. I drive a Toyota Prius and with the back seat down I can fit all the parts somewhat easily. That is with only two people in the front seat. I have gotten one person in the back with putting down half the seat. That is a bit more of a challenge but it will work. Don't know what kind of car or van you will have but maybe you should rent one scooter offsite and one at the parks. If you find you will have enough room, call the company and have them bring another.

If you are trying to fit everyone in one car/van it will be difficult to do two scooters and 6 to 7 passengers without a special vehicle. There are passenger vans which can hold 15 which may have seats that fold down and then you could fit two scooters, but that is an expensive rental.

If you have multiple cars then you could put one scooter in two separate cars. Obviously, you will have to come and go on the same time frame for this to work or the other car would have to be available for you to put the scooter in before you leave.

If you can get by with the small scooters we have fit two scooters in a Lincoln Town Car. If you have a full car load the passengers may have to hold a seat or whatever in their lap. This will probably be pretty uncomfortable, but we have done it.

If one can wait for a park rental scooter and get to and from the car to the park then you could put one off site rental scooter in the car and get the other one in the park.

This all very dependent on your logistics.
