Staying off site ADRS and Fastpasses

I have a friend who is going to Disney in February 2019 and staying off site. When can she make ADRS and when can she book fastpasses?

Only if she wants them. Nobody is required to have a magic band. If she buys tickets and links them to her MDE account, she will scan the ticket to enter the park and scan it to use her FP.

No, you should get a card in the mail that works as the ticket and for FPs.
Not sure if you can charge to it.
You can purchase a Magic Band if you like. Either work.
